I think the glue reference may have been to later in the chapter when it talks about organization and having a organized process to track and communicate with the congregation. You could have a great communications plan with fliers, emails, posters, mailers, websites, etc… but if you don't have proper contact information- mainly a personal contact with the people in your congregation it's not going to work. The glue reference was took some thinking about for me too.

I love how you bridged our business speak with the human and spiritual realities of being church. Since we use customer service widely as a concept in our culture, it's time to use the relevent language for our church dynamic too. Lanuage makes such a difference in communication, in our conceptualizion, and in our visualization of our relationships and activities. Church not excepted. When speaking church-ese, we not only use specialized terms that do not communicte to all, but also exclude language. Sounds a little holier than thou to me. By the way, maybe you could help me out. I didn't get the glue metaphor in Kem's chapter title. (But loved the content.)
